Answering this question has been the subject of much attention in the media and in the newsletters, reports, statements, webinars and literature by advocates for sexual and reproductive health and rights (SRHR) in many countries since the Covid-19 pandemic began. It’s a vexed question. This discussion paper is an attempt to provide at least a partial answer grounded in the complexity it deserves.
